Empowering Digital Participation
- Our Digital Participation Plan is designed to bridge the digital divide by addressing three critical pillars: digital literacy, device accessibility, and affordable internet access.
- Through tailored programs, strategic partnerships, and ongoing community engagement, we aim to empower individuals and strengthen the digital infrastructure of the communities we serve.

Community Engagement
We work with community organizations to deliver resources and programs that benefit residents.
PCs for People Partnership
We are a “Bridging the Gap Partner” to provide low-cost refurbished devices to qualified households.
Digital Literacy
Pavlov provides and sponsors programs for residents including online security, learning to stream, & essential online user skill building.

Digital Equity Engagement
We prioritize active participation through online engagement. Our goal is to help bridge the digital divide. We provide blog posts on topics like online safety and job search tools, along with success stories from our digital equity initiatives. Monthly newsletters will provide updates on workshops, events, and resources, while highlighting digital navigators’ insights. These initiatives foster an inclusive environment and encourage more community engagement.
Device Accessibility
We are a “Bridging the Gap Partner” with PCs for People. We address device accessibility in collaboration with PCs for People, providing low-cost refurbished devices to low-income households.
To support this effort, we will donate retired devices for refurbishing and redistribution, aligning with environmental sustainability goals by reducing electronic waste. This collaboration bridges the digital divide, giving community members affordable access to necessary technology.

Building Confidence in the Digital World
We’re here to help build the digital skills that matter most. By sponsoring advanced training for local Digital Navigators, we bring personalized support right to your community. Programs are tailored to your needs—from online safety and streaming, to beginner coding—all delivered in partnership with trusted groups like libraries and schools.
Ongoing Support for Long-Term Success
Our commitment doesn’t end with training. We stay connected with Digital Navigators through virtual meetups to share resources and ideas. We also listen directly to residents, so programs stay relevant as your needs evolve. Together, we’re creating a supportive, long-lasting network to help everyone gain confidence and thrive in today’s digital world
Committed to Excellence - Continuous Evaluation
Through Empowering Digital Participation the program/plan will evolve to meet community needs. Quarterly evaluations will track progress through community feedback, surveys, and key results. Regular feedback sessions with participants and partners will ensure our initiatives remain relevant and impactful. This adaptive approach ensures long-term sustainability and effectiveness.

How can I become a Digital Navigator or help in my community?
The best way to get started is to fill out our interest form on this webpage. We will forward your information to our community partner, who can reach out to you if they have opportunities to help/support the local programming.
What is Streaming?
Streaming means watching TV shows, movies, or listening to music over the internet—without needing DVDs, cable, or downloads. You can enjoy your favorite programs anytime on a smart TV, computer, tablet, or even a phone. It’s like turning on the TV, but with more choices and no set schedules. At Pavlov, we offer a program called TV-Your-Way which provides a platform that allows you to cut the cable and reduce your costs, while being able to watch the shows that you want. You don’t pay for channels you don’t use.
