What to expect as we build Pavlov Media's underground fiber network in your community
Design & Permitting
1-5 Weeks
Before construction begins, Pavlov Media secures the necessary permits and approvals. This allows our crews to work within public rights-of-way and utility easements.
Drilling
5-10 Weeks
Fiber is installed using directional drilling, which allows crews to place conduit underground with minimal surface disruption. Our network is built 100% underground.
Pulling & Splicing
5-8 Weeks
After conduit is installed, fiber cables are pulled through the network and carefully spliced together to connect homes and businesses to Pavlov Media’s Internet
Cleaning Our Mess
1-5 Weeks
Construction can be messy at times. Once work is complete, our crews restore affected areas by raking, seeding, and placing straw where digging occurred.

Fiber Construction FAQs
During fiber construction, Pavlov Media may access utility easements or designated right-of-way areas located on private property. These areas are approved for infrastructure work through permits issued by the local government and are the same types of access used by other utility providers, such as electric and gas companies. If you are aware of any underground hazards, irrigation systems, or other concerns on your property, please let us know so our crews can take the appropriate precautions before work begins.
The flags and paint markings in your yard identify the location of underground utilities such as water, gas, electric, sewer, and communication lines. These markings help construction crews safely install fiber while avoiding existing infrastructure. Please leave the flags and markings in place until construction in your area is complete. Removing them can make it difficult for crews to locate underground utilities and may delay work or increase the risk of damaging existing services.
Our crews work to minimize disruption to your property during construction. After work in your area is complete, Pavlov Media will restore affected lawn areas—typically within two weeks, weather permitting.
Restoration may include:
Adding soil to level disturbed areas
Seeding for new grass growth
Placing straw and biodegradable mesh to help protect the seed

Our fiber network is designed to be installed underground whenever possible. Underground infrastructure is generally more protected from weather, falling branches, and other potential causes of outages.
In many cases, residents may receive door hangers, mailers, or signage in the neighborhood prior to construction starting.
Construction timelines can vary depending on the size of the project and weather conditions. In most areas, construction activity typically takes several weeks as crews install conduit, pull fiber, and complete restoration work.
