We Engineer and submit build plans to the City Engineer for Right of Way (ROW) and Utility Easement access

We Call 811 for permitted areas of construction
What do all the different color paint and flags mean?
Here's what the colors typically mean according tot eh American Public Works Association (APWA) uniform color code:
- White - Proposed excavation area
- Pink - Temporary survey markers
- Red - Electric power lines, cables, condiut
- Yellow - Gas, oil, steam, petroleum, or gaseous materials
- Orange - Communication, alarm, or signal lines (e.g., phone, cable TV, Internet
- Blue - Potable Water
- Green - Sewer and drain lines
- Purple - Reclaimed water, irrigation, and slurry lines.
We Excavate Existing Utilities to minimize the risk of damage.
This involves digging within the permitted areas whether it be ROW or a Utility Easement
Use of heavy machinery within the ROW or Utility Easement
We use a directional boring machine to install conduit pathways underground for our Fiber Optics. This is also known as "threading the needle".
Installation of Vaults or hand holes on property lines and ROS's Utility Easements
We use vaults that are flush with the yard to provide convenience to property owners. This vault is necessary to allow access for every resident to obtain service.
Once underground neighborhood construction is complete, Fiber Optic cable can be installed to residents homes.
The fiber lines are then pulled and connected to bring high-speed service directly to the home.
Time for clean up
We bury all remaining cables under your lawn. Top soil, sod, and grass seed is provided where needed but residents are responsible for watering.
FAQs
What is an “Easement” or “Right-of-Way”
How long do I need to leave flags in my yard?
Markers and paint should stay in place until construction is complete. These markers show crews where other utilities are located, helping prevent issues with water, gas, and electricity lines.
What about yard restoration?
Our crews aim to minimize disruption to your property. Once construction is complete, Pavlov Media will restore affected lawn areas, typically within two weeks, weather permitting. Restoration generally includes:
– Adding soil to level the ground
– Seeding for new grass growth
– Laying straw and a composable mesh to secure the seed

Sprinklers, dog fence, sump pump?
If you have a sprinkler system, dog fence, sump pump, or any other underground items, please notify us before construction. These can be marked with pink landscape-safe paint or flags to ensure they are protected.

What’s the construction overview?

1. Permitting
Local or state agencies approve our construction plans, which may involve obtaining multiple permits. This process can take from a few days to a few months.
2. Underground Installation
After permits are in place, we install conduits for fiber cables underground using specialized equipment. This includes adding hand holes for technicians to access the network.
3. Cable Pulling
With underground work complete, our team pulls fiber-optic cable through the conduits, preparing it for splicing and future access.
4. Splicing
Skilled technicians connect cables to ensure network continuity. This step is critical to establishing a reliable, high-speed internet backbone.
5. Network Activation
Once construction is finished, our engineers set up electronics to make the fiber network operational. This step readies the backbone for customer access.
6. Ready for Installation
After completing the network, Pavlov Media’s installation team will be ready to bring fiber-optic internet directly to your home or business.
